The Netherlands is on the brink of criminalising so-called 'conversion therapy', as a revised bill gains momentum in the Dutch parliament. MPs are expected to vote next week on legislation that would make the controversial practice a criminal offence, following years of campaigning by progressive parties and LGBTQ+ advocates.

'Conversion therapy', which seeks to alter an individual's sexual orientation or gender identity, has long been criticised as harmful and abusive. It is particularly prevalent in some orthodox Christian communities, where homosexuality is still viewed as a condition to be "cured".

The proposed law has undergone significant amendments to address concerns from previously opposing parties, including the NSC, Christian Democrats (CDA), and the Farmer-Citizen Movement (BBB). The revised draft now specifies that only "systematic" and "intrusive" efforts to suppress or change someone's sexual orientation will be punishable. Casual conversations or voluntary counselling will not fall under the scope of the ban.

This clarification has swayed several sceptical MPs. BBB has indicated support, and CDA parliamentarian Derk Boswijk has responded positively to the changes, though his party has yet to formally back the bill. NSC MP Jesse Six Dijkstra also acknowledged the constructive revisions, though he expressed lingering concerns about the implications for healthcare providers dealing with gender-related issues.

The bill is backed by GroenLinks-PvdA, VVD, D66, SP and the Party for the Animals (PvdD), who have been pushing for a ban since 2022. With the potential support of one or more of the previously hesitant parties, a parliamentary majority in the 150-seat Tweede Kamer now appears within reach.

If passed, therapists found guilty of conducting 'conversion therapy' could face prison sentences or substantial fines.

In the UK, the ban on 'conversion therapy' remains a work in progress, despite years of pledges and mounting pressure from advocacy groups. The current Labour government has committed to introducing a comprehensive, trans-inclusive ban through the Draft Conversion Practices Bill, which was announced in the July 2024 King’s Speech.
