# New Trump equality policy excludes gender non-conforming people

The **Trump Administration** has proposed [new legislation](https://www.usaid.gov/sites/default/files/documents/Draft%5FUSAID%5F2020%5FGender%5FEquality%5Fand%5FWomens%5FEmpowerment%5FPolicy%5F-%5FExternal%5FReview%5F8.19.2020%5F.pdf?ref=scenemag.co.uk) that defines gender equality as that between ‘men and women’, thus rendering gender non-conforming people invisible. Obama’s 2012 gender equality policy was trans inclusive, which caused [backlash](https://www.lifesitenews.com/news/new-trump-policy-doc-prioritizes-women-over-lgbt-enrages-leftists?ref=scenemag.co.uk) from some. The previous policy referred to gender with the phrase ‘gender identity’, whereas Trump’s does not mention the LGBTQ+ community and those who identify as neither male nor female.

Obama’s policy stated citizens were legally protected from discrimination “regardless of age, sexual orientation, gender identity, disability status, religion, ethnicity, socioeconomic status, geographic area, migratory status, forced displacement or HIV/AIDS status”. In contrast, Trump’s is less specific as it claims to protect ‘all people’.

**Susan Markham**, the previous coordinator of gender equality and women’s empowerment at the **US Agency for International Development**, told [**ProPublica**](https://www.propublica.org/article/erased-from-the-trump-administrations-draft-of-a-key-foreign-aid-policy-any-mention-of-lgbt-people?ref=scenemag.co.uk) that the proposed policy did not align with the progression in the field of gender equality. According to [**GLAAD**](https://www.glaad.org/tap/donald-trump?ref=scenemag.co.uk), this is one of over 150 attacks on the LGBTQ+ community that have taken place during Trump’s presidency.

Trump’s new gender policy also lacked discussion of abortion with [**Ms. Magazine**](https://msmagazine.com/2020/08/24/take-action-trump-administration-proposes-harmful-regression-to-usaid-gender-equality-policy/?ref=scenemag.co.uk) saying that the narrowing and politicising of reproductive health issues is a ‘harmful regression’. The policy draft has been released but is not law as of yet.
